What is a cluster of competencies?

A cluster is a way of zooming out on the competencies by gathering them in families when they share some common caracteristics.

For example: the cluster Languages gather the competencies English, French, Spanish and German

They allow you to add a level of analysis and study a group of competencies rather than a competency itself.
