Can I set competency levels with decimals?

Competency levels can only be expressed in whole numbers.

At high levels of entities (i.e., multiple entities), the current and target levels may appear with decimals because they are the average levels of competencies across all subentities weighted by the current and target populations.

On a project with individual competencies, the current levels of competencies in an low level entity may also appear with decimals because they are the average current level of each person with these competencies in that entity.
