Can I set skill levels with decimals?

Skill levels can only be expressed in whole numbers.

At high levels of entities (i.e., multiple entities), the current and target levels may appear with decimals because they are the average levels of skills across all subentities weighted by the current and target populations.

On a project with individual skills, the current levels of skills in an low level entity may also appear with decimals because they are the average current level of each person with these skills in that entity.
